About Us

CB Continuing Education was started in 2023 by Mark Catlin Brown with the goal of providing quality continuing education opportunities for those in the wastewater operation industry. Mark honed his wastewater skills through his work as a Mechanic for Sussex County, a Wastewater Operator for City of Rehoboth, and now as a Water Quality Action Specialist for Delaware Rural Water Association (through an EPA grant).

Mark has a bachelor's degree in Business Administration from the University of Maryland Global Campus and a master's degree in Career and Technology Education from Ball State University. Mark is a certified Wastewater Operator in Delaware. He graduated with a welding certification from Parkside High School's Vocational High School in Salisbury, MD. Mark is a Marine veteran who served two tours of duty in Iraq.

Mark has filled his toolbox of knowledge by holding positions in a variety of fields. From gunsmithing to pest control to mechanic to wastewater operator to teaching certification courses, Mark has worn many different hats. This allows him to pass on his knowledge in a way that combines teaching abilities with real-life know-how. 

When Mark isn't at work or tinkering in his shop, he enjoys spending time with his son (Gus), dogs (Agnes, Gill, and Barney), and his wife (Blair).

Mark's teaching philosophy is that anyone can learn. With the right mix of kindness and persistence, Mark works with his students to teach the class materials in a manner that works best for them.
